What will be included in the Chapman Estate Strategic Master Plan?
• Fiscal options (grants, funding from events and others) for improvements, operations and maintenance.
• Needed improvement costs; how costs will be funded and how and when improvements will be phased.
• Estate management alternatives.
• Identification of required ongoing maintenance.
• Menu of programming opportunities for public enjoyment of the Estate.
• A variety of community supported uses for the Estate grounds.
• Possibilities for “someday” uses of the Chapman House when it is no longer occupied.
• Type and scope of appropriate events.
• Capacity of the Estate.
• Parking requirements for Estate functions.

Will the Plan be mindful of other venues in the City and if/how the use of the Estate could be a source of competition?
Yes. The Plan will identify options which will complement existing businesses and account for other City facilities.

What about the Conditional Use Permit the City approved for the Estate Grounds?
The Conditional Use Permit (CUP) will expire on December 24, 2016. The CUP authorizes:
• an annual Estate fundraiser at dates to be determined,
• the fundraisers earlier noted,
• three free community events for up to one hundred persons
• six gatherings for up to forty-nine persons and
• conditions related to event logistics, operation and neighborhood follow-up.

Maybe. Changes to the CUP can be considered but would require a public hearing and consistency with the Plan.

The Pismo Beach web site all background on the City’s consideration of Mr. Chapman’s bequest, public hearings on the CUP and other information that can be accessed by www.pismobeach.org/documentcenter into your web browser. When you reach the Document Center, scroll down to and click the “Planning” file. Records related to the City actions related to the Chapman Estate can be found at this location.

How can I participate in the Plan preparation?
There are numerous ways to participate:
• You can contact Gates + Associates at Sean@dgates.com.
• Come to the study session on Monday, August 31 at City Hall, City Council Chambers (760 Mattie Road) at 5:30 PM. Your comments on the Estate issues, opportunities and options will be most welcome.
• Participate in an on-line survey – coming soon!
7.
When will the Plan be adopted and implemented?
There will be public hearings on the Plan in the fall. It is expected that the City Council will take action on the Plan by the end of 2015.
